我國于1月31日發(fā)布《建設高標準市場體系行動方案》，為指導今后5年我國推進高標準市場體系建設明確了行動指南。方案從市場體系基礎制度、要素資源高效配置、市場環(huán)境和質量、高水平市場開放、現(xiàn)代化市場監(jiān)管機制五個方面，提出51條具體舉措。
China on Jan 31 unveiled an action plan to guide the building of a high-standard market system in the next five years. The plan proposes more than 51 specific measures covering five aspects, including the basic institutions of the market, efficient allocation of production factors in the market, market environment and quality, high-level opening-up and the oversight mechanism of the modern market system.

黨的十九屆四中全會提出建設高標準市場體系，黨的十九屆五中全會明確實施高標準市場體系建設行動。這是中央從發(fā)展改革全局出發(fā)作出的重大決策部署。建設高標準市場體系是加快完善社會主義市場經濟體制的重要內容，對加快構建以國內大循環(huán)為主體、國內國際雙循環(huán)相互促進的新發(fā)展格局具有重要意義。
建設高標準市場體系不僅要充分發(fā)揮市場在資源配置中的決定性作用，還要更好發(fā)揮政府作用，將市場經濟與社會主義充分結合，推動有效市場和有為政府更好結合，強化市場立規(guī)建制能力，積極對接和影響國際市場規(guī)則，全面提升市場規(guī)則的吸引力和競爭力。
方案提出的“高標準”主要體現(xiàn)在六個方面：高標準的市場體系基礎制度、高標準的要素市場體系、高標準的市場環(huán)境和質量、高標準的市場基礎設施、高標準的市場開放、高標準的現(xiàn)代市場監(jiān)管機制。

要建立起擴大內需的有效制度，釋放內需潛力，擴大居民消費，使建設超大規(guī)模的國內市場成為一個可持續(xù)的歷史過程。
We should set up an effective system to boost domestic demand, unleash the potential of domestic demand and encourage consumer spending, thus making the formation of a super-sized domestic market a sustainable course of history.
