中央全面深化改革委員會(huì)第十三次會(huì)議審議通過了《關(guān)于健全公共衛(wèi)生應(yīng)急物資保障體系的實(shí)施方案》。方案瞄準(zhǔn)我國公共衛(wèi)生應(yīng)急物資保障體系存在的問題和薄弱環(huán)節(jié)，著力補(bǔ)短板、強(qiáng)弱項(xiàng)，全面系統(tǒng)提升重大突發(fā)公共衛(wèi)生事件的應(yīng)對(duì)能力。第一，加快補(bǔ)齊醫(yī)療防治方面的硬件短板。夯實(shí)“防”的基礎(chǔ)。重點(diǎn)是加大各級(jí)疾控機(jī)構(gòu)和相關(guān)生物安全實(shí)驗(yàn)室建設(shè)投入。第二，加強(qiáng)公共衛(wèi)生應(yīng)急物資儲(chǔ)備建設(shè)。著力在“儲(chǔ)”“采”“調(diào)”上下功夫。第三，提升公共衛(wèi)生應(yīng)急物資生產(chǎn)動(dòng)員能力。進(jìn)一步厘清需求、優(yōu)化流程、建立機(jī)制、優(yōu)化產(chǎn)能協(xié)同保障和區(qū)域布局，增強(qiáng)醫(yī)療物資和裝備的應(yīng)急轉(zhuǎn)產(chǎn)能力。

只有構(gòu)建起強(qiáng)大的公共衛(wèi)生體系，健全預(yù)警響應(yīng)機(jī)制，全面提升防控和救治能力，織密防護(hù)網(wǎng)、筑牢筑實(shí)隔離墻，才能切實(shí)為維護(hù)人民健康提供有力保障。
